Hopkinton is governed by a mayor and city council. The Mayor is both the executive and ceremonial head of city government, and presides over all meetings of the council. The City Council is the legislative body of city government, and is comprised of five at-large seats. Regular council meetings are held every second Monday of each month in the Council Chambers in Hopkinton City Hall. Meetings are open to the public.
